Abstract	The post-16 strategies project has been carried out within the framework of the Leonardo da Vinci programme in 1995. The focus of this project is examining issues related to the status of vocational education as an aspect of European upper secondary education which includes both initial vocational and general/academic education. In this paper the different strategies on the basis of the two-country reports are reviewed. The essay introduces two new ideas to the topic. The first one is that strategies are more likely to operate on one or more dimensions (such as certification) of a system, not on the system as a whole, and the second one is that unified systems and unifying strategies can vary. Although the Scottish and Swedish researchers define the dominant strategies in their countries as unifying they embody very different visions of a unified system - the Scottish approach gives more emphasis to choice and flexiblitiy and that taken in Sweden to the coherence of programmes and commonality of learning for all learners.
